The article attempts to determine the extent to which Portuguese higher education institutions (HEIs) are involved in strategic planning and considers the cultural and governance factors that are contributing to or impeding progress. It surveys the history and current nature of strategic planning in European HEIs concluding that although built upon centuries of cultural tradition and heritage, Portuguese higher education is at a critical point where it is open to the concept of strategic planning, despite the inevitability that such planning will alter the status quo. A fundamental factor necessary for strategic planning to occur unobstructed is institutional autonomy. Institutions need the freedom and flexibility to establish a vision and set priorities without undue interference. The study, presented in the article, found planning efforts to be much more frequent in HEIs that indicated a higher degree of autonomy. The higher education law of autonomy is currently being debated in the higher education community. Autonomy has been increasing incrementally and will need to continue to expand if HEIs are to have sufficient freedom to plan their futures. Institutional autonomy is confronted with challenges on several fronts. |
