Baker, Treasury Secretary, the continuing decline of the U.S. industrial sector and the deepening agricultural crisis will keep strong bipartisan pressure on the White House. Reagan announced a series of actions designed to deflect pressure for extreme forms of protectionist legislation in his speech delivered on September 23, 1985. |
