This article presents a study determining the primary predictors of failure to return (FTR) for HIV test results and counseling by test site type from among those variables collected during the pretest, risk assessment session in California. The California Department of Health and Human Services, Office of AIDS (OA), funds HIV counseling and testing at approximately 850 sites throughout the state. These sites are categorized into eight test site types. Publicly funded testing in California is conducted by counselors trained by OA staff in HIV epidemiology, counseling strategies, and data collection protocols. This study highlights at least two HIV testing policy issues. First, it calls attention to the need for screening strategies that discourage low-risk and no-risk clients from testing. Very high FTR rates were found for the 18.8% of clients unlikely to have been exposed to HIV; this was especially true at family planning, primary care, and mobile test sites. Second, the study underscores the need for greater use of rapid HIV testing procedures that can provide results within minutes, rather than weeks. |
