The physical and mechanical properties of steel slag are comparable to those of natural aggregates. Reusing steel slag on a large scale as a substitute for natural aggregates can greatly reduce the need for natural resources and lower environmental harm, resulting in notable economic, environmental, and social benefits. However, the limited volume stability of steel slag remains a major drawback for its use in road construction. Therefore, controlling the volume stability of steel slag is essential for advancing its resource utilization. This paper reviews the properties of steel slag aggregates and mixtures, examines the main factors causing volume expansion, outlines current modification methods to reduce this expansion, and evaluates their respective strengths and weaknesses. Additionally, it proposes using surface modification techniques to improve the hydrophobicity of steel slag coarse aggregates, preventing the conditions that lead to expansion when exposed to water.
