The article, on the basis of a generalized analysis of encyclopedic and dictionary literature, retrospective and current legislation, individual opinions of legal scholars on this matter, outlines the features and formulates the concepts of mobilization training and mobilization as objects of public administration. In particular, a doctrinal definition of mobilization preparation as an object of public administration in the broad sense is proposed, according to which it is social relations that arise in the process of lawful application in peacetime by authorized subjects with a hierarchically structured management system of a set of consecutive measures that have a complex and multi-vector nature and which are carried out on the basis of general and special legal principles in order to prepare the national economy, state authorities, local self-government bodies, the Armed Forces, other military formations, as well as other subjects for timely and organized mobilization and meeting the needs of state defense and defense its territory from possible aggression, ensuring the livelihood of the population in a special period. In the narrow sense, mobilization training is a direct object of public administration as a procedural activity of authorized subjects. It was established that mobilization as an object of public administration in the broad sense is social relations that arise in the conditions of a special period in the process of implementation by authorized subjects on the basis of general, special legal principles and in compliance with the estimated needs of measures and tools, a complex and planned of a nature carried out with the aim of transferring the national economy, the activities of state authorities, other state bodies, local self-government bodies, enterprises, institutions and organizations to functioning in the conditions of a special period, and the Armed Forces, other military formations, civil defense forces - to the organization and states wartime Instead, in a narrow sense, mobilization acts as a direct object of public administration as a process of implementation by authorized subjects of measures and tools of a complex and planned nature, aimed at achieving a specific nature.
