The article focuses on the efforts of the Organization of Petroleum Exporting Countries (OPEC) to hold down production to halt the collapse of prices. Even if OPEC succeeds in holding down production, world consumption will still be at an annual rate of nearly 20 billion barrels a year, about 5 billion more than are being found. This living off inventory persists despite improvements in oil-finding technology and nearly fivefold growth in world investment in exploration and development from 1974 to 1982. |
