Abstrakt: A group of plaintiffs sued the commissioner of the Virginia Department of Motor Vehicles to halt enforcement of a state law that provided for the automatic suspension of a resident's driver's license if they failed to pay certain court fines and fees. The district court issued a preliminary injunction halting enforcement of the state law. Before the case went to trial, the Virginia General Assembly repealed the law. The plaintiffs then asked for attorney's fees under federal law. [ABSTRACT FROM AUTHOR]
