MaaS (Mobility as a Service) is a concept that offers mobility solutions that can be implemented in urban Indonesia with public transportation as the main fundamental and collaboration with various other modes of transportation. With the high potential of internet use in Indonesia and the importance of government support to implement MaaS, research is carried out that analyzes indicators to see the readiness of a city to implement MaaS based on the government's perspective in urban areas in Indonesia. The study site was in Joglosemar (Jogjakarta, Solo, and Semarang) regions. The MaaS Maturity Index is used, which adjusts conditions in Indonesia with 20 indicator variables. Respondents were collected from as many as 100 people from government backgrounds. In the next stage, two analyses were carried out: descriptive and SEM-PLS. The results of the descriptive analysis of respondents found that 40% of respondents did not know about MaaS. While the SEM-PLS test is carried out through model restructuring using a reflective formative model. From the restructuring of the model, the data was processed and obtained 11 indicator variables met the SEM-PLS test. Based on the SEM-PLS analysis, it is known that the influence of exogenous variables that most directly and indirectly affect "Availability of Funds" (endogenous variables) through the variable "Familiarization" (mediation variables) is the variable "Regulation and Regulation." Therefore, policymaking to carry out MaaS implementation planning in Indonesia must be supported by the availability of funds, and strong regulations and regulations are needed through the familiarization of MaaS to relevant stakeholders.
