Policy scenarios of government-society interaction in the field of water: based on the general policies of reforming the consumption pattern.

Abstrakt: Governments have been stronger than society in the water sector due to organizational control. Lack of water and its gradual reduction due to excessive consumption by the communities has caused the issue of water to play an essential role in the relations between the government and the nations. Strong governments due to possessing decision-making tools and adopting general policies and important strategies in the field of reforming the consumption pattern and also using their power to carry out society's affairs without relying on the people due to having rentier incomes, easy extraction of resources and Its distribution among the beneficiaries, extensive bureaucracy, the existence of government parties and closing the space of civil society have caused the isolation and weakness of the society. Therefore, the main question of the research is what are the possible scenarios and trends of the government and society in water relations in Iran? The findings of the research show that the government in Iran, due to its ability to penetrate and extract resources, the ability to regulate social relations and allocate resources weakens it has become a social body. The purpose of the research is to discover the factors that strengthen the government in Iran and to introduce possible scenarios in the field of interactive policy making between the government and the society. The factors that have strengthened the government in Iran are: transferring water basins, issuing permits, water purification, structural policy, pricing policy, obtaining branch permits, increasing population and raising the standard of living, growing agriculture and industries, resolving conflicts between water applicants. creating economic and cultural-social incentives. The theoretical framework of the current research is water governance and futurism, and the method of process analysis (Hosseini, 2018) and scenario writing (Eevazi, 2015) has been used, which is the innovation of research in the field of water policy making around the general policies of reforming the consumption pattern.
