"SADLY, WE ARE ON OUR OWN" PARTICIPANTS' PERCEPTIONS ABOUT FACTORS INFLUENCING EFFECTIVE EDUCATION POLICY IMPLEMENTATION IN LESOTHO.

Abstrakt: The Lesotho government has a constitutional responsibility to improve the lives of the Basotho people. Improving the quality of education in Lesotho is pivotal to fulfilling this responsibility. However, the Ministry of Education and Training (MoET) fails to implement education policies effectively and so realise this obligation. This article reports on factors influencing effective policy implementation in the Lesotho education sector. The study is informed by the Bottom-up policy implementation framework, and it followed a qualitative research design and semi-structured interviews with 20 purposively selected participants. Participants comprise of principals, teachers, representatives from MoET, the media, non-governmental organisations, and teacher trade unions. Participants identified a lack of training, support, financial resources, quality human resources, and an overarching policy framework as factors that adversely influence the effective implementation of education policies in the Lesotho education sector. Not addressing these factors create the supposition of a Ministry of Education and Training that does not validate policy implementation as a sine qua non to improve the quality of education and the lives of the Basotho people.
