Settlement quality is important to support the comfort of life for residents and the environment on a broader scale. This research is a descriptive survey research using mixed method with data collection techniques in the form of observation/survey, questionnaire, and documentation. Based on the research results show: 1) The quality of settlements based on the criteria of healthy houses in Oesapa and Kolhua urban villages in Kupang City is declared to be less than the requirements of Kepmenkes No.829/Menkes/SK/VII/1999 on indicators (house components, sanitation facilities, drainage, and health) with a rating scale score range of 100-198; 2) Based on the results of statistical analysis of the influence of the variable level of education, income level, and the number of productive age on the quality of settlements obtained data on the variable level of education, income level and productive age population have an influence on the quality of settlements based on the results of the simultaneous test (f test) with a percentage of 45.1% while the remaining 54.9% is influenced by other variables not included in this study. In Penfui Village, data obtained that the variable level of education, income level, and the number of productive age residents have an influence on the quality of settlements with the results of the simultaneous test (f test) with a percentage of 22.6% while the remaining 77.4% is influenced by other variables not included in this study.
