The Kemayoran Street - Tunggul Hitam Street section in Padang must be fully serviceable and used as a tsunami evacuation route. One of the reasons for this unpreparedness is the misuse of the sidewalk and heavy roadside activity. This research aims to determine the effectiveness of the Kemayoran Street - Tunggul Hitam Street section as a tsunami evacuation route for the city. The research method used is quantitative. This research discusses road capacity and performance during normal conditions and tsunami evacuations following the 1997 IHCM (Indonesian Highway Capacity Model). The results of data analysis showed that: (1) The largest road capacity is 2726 pcu/hour, while the smallest road capacity is 1895.12 pcu/hour. (2) Road performance on Sunday afternoon peak hours is very low, or "F". LoS (Level of Service) index on Monday morning peak hours for all stations is "C". Stations 1 and 5 have LoS of "D" on Monday afternoon peak hours. In contrast, the other stations have LoS of "C". (3) Predictions of the total traffic volume during tsunami evacuation were obtained from morning peak hours at 07.00 – 08.00 WST with a total of 3219.43 pcu/hour and afternoon peak hours at 17.00 – 18.00 WST with a total of 3489.31 pcu/hour. (4) The largest predicted road capacity value is 2915.88 pcu/hour at stationing 2 hours of the morning peak. The smallest predicted road capacity is 2303.55 pcu/hour at stationing 5 hours on both morning and evening peaks.
