English devolution: A strategy for closing the regional economic divide?

Abstrakt: The future success of a Labour Government is likely to hinge on how far people and communities that perceive themselves to have lost out from industrial change in recent decades can observe tangible improvements in their material circumstances, as well as the physical fabric of the places in which they live. This article provides Labour with an agenda to restore 'pride in place' while tackling regional economic inequality. It argues that substantive devolution to sub-regional government would be among the most consequential acts of a Starmer-led administration. The paper focuses on how Labour can make a success of devolution in England. The party must articulate a consistent rationale for further English devolution, while developing a cogent devolution policy that draws on the approach deployed by the last Labour Government and builds on the legacy inherited from the previous administration.
