The article discusses the concentration of power in the development of AI systems and the potential for neural technology to democratize AI. It highlights that while AI has become more accessible to organizations and individuals, the power to create AI systems remains concentrated in the hands of a few key players. The article suggests that advances in neurotechnology could challenge this concentration of power and lead to a diffusion of AI creation.
