Abstrakt: The article discusses the EU-HYBNET project, which aims to counter hybrid threats in Europe. The project is funded through Horizon 2020 and is being implemented by a consortium of 25 partners, with LAUREA University of Applied Sciences from Finland as the coordinator. The project brings together practitioners and stakeholders to identify and address the most urgent requirements for countering hybrid threats through research and innovation initiatives. The project focuses on four core themes: future trends of hybrid threats, cyber and future technologies, resilient civilians and national administration, and information and strategic communication. Romania is represented in the consortium by the "Mihai Viteazul" National Intelligence Academy, which incorporates the project's findings into its research programs. The project aims to build a pan-European network of security practitioners, stakeholders, academia, industry players, and SME actors to collaborate in countering hybrid threats.
