Certification of the workshops in the Netherlands, replacing the recognition.

Abstrakt: Since the start of the inspections of sprayers in the Netherlands the inspections are done by recognized workshops. This workshops are mainly dealers and manufacturers of sprayers. The recognition of the workshops is done by SKL based on a set of requirements for the testing aera, testing equipment and test-personnel. When a workshop meets this requirements a workshop can be recognized and as long as the meet this requirements they can be recognized. But due to changing circumstances, SKL is now changing the process of recognized workshop to a certification scheme for all workshops. The reasons are: • Better guarantee of the quality, uniformity and independency of the performed inspections by the workshops • Increase the professionality and transparency of the complete inspection scheme (performing a legal task) • Raise the commitment of the management of the workshops towards the inspection activities • Ready for accreditation ISO 17065 of SKL. SKL has now developed a SKL-guideline, what will be the base for the certification of the workshops. This SKL-guideline covers the complete inspection process of the workshop. This guideline include the existing requirements but is extended with extra elements based on existing (quality) management certification like ISO9001, ISO14001, etc. The purpose of this certification is that the workshops have to proof that they can guarantee the quality of the complete inspection process what will result in inspected PAE’s of the same quality thought the whole country. The workshops has to formulate their own policy towards the inspections (quality, independence, knowledge, etc), they have to implement an organogram of their organization chart with responsible persons, they have of perform a periodical management review by the management of the workshop to reflect their own activities, they have to do periodical internal audits (focus on condition testing location and condition testing equipment) and they have to guarantee that they meet the basic (legal) safety (RI&E) and environment (how to handle the waste water) requirements. SKL has developed an on-line tool where the workshops can register all required issues to proof that they meet the demands for the SKL-guideline. The certification process includes the following steps: • Request from potential workshop • Initial audit • Administrative audit and an audit of the testing location and the testing equipment • Yearly audits • Remote administrative audit and audit of location to check the testing location, condition of the testing equipment and check quality of performed inspection PAE • Renewal audit (after 3-years) • Administrative audit and an audit of the testing location and the testing equipment. SKL is now in the process of transforming the recognition of the existing workshops to certificated workshops. This process will be finished at the end of 2025. [ABSTRACT FROM AUTHOR]
