In the conditions of a full-scale war between Russia and Ukraine, the problem of formation and management of personnel potential for the sustainable development of Ukrainian enterprises is becoming more and more urgent. Today, most of the enterprises of our country work under constant challenges from the external environment. This is to ensure the stability of the work of enterprises, and the safe conditions of operation, and the psychological conditions of the staff, especially for regions that are under constant shelling. Such a state of affairs can negatively affect the efficiency of the enterprise, cause staff turnover, decrease labor productivity, and increase the level of stress resistance. That is why today enterprises face new challenges regarding the formation and effective use of personnel potential, which requires new approaches to its assessment, work organization, motivation and development. The purpose of the article is to study theoretical approaches to managing the personnel potential of a modern enterprise and features of modern approaches to its formation for the sake of sustainable development of the enterprise. The research methodology includes the analysis of scientific literature on the main theoretical and methodological approaches to the formation of personnel potential; methods of structural and functional analysis, system analytical methods, forecasting and modeling. The defined purpose of the research and the methodology of the work led to the use of general scientific methods: analysis, synthesis, abstraction, classification. The system approach made it possible to consider personnel potential as an integral element of sustainable development and competitiveness of the enterprise. The result of the study showed that personnel potential is one of the most significant resource elements of the company's potential, and in order to successfully and stably operate in the modern market environment, it is necessary to effectively form and manage it. It was concluded that the strategy of ensuring personnel potential in the conditions of a full-scale war should be flexible and adaptive, taking into account the whole set of factors and risks associated with the constant change of circumstances and new working conditions.
