This article looks at the diversified approach on addiction-prevention proposed by the New York University Seven. New York University's candidates for the degree of Master of Laws in Criminal Justice are encouraged to devote several credit hours of research to a problem in the field of criminal justice. More recent graduate students have adopted a less traditional approach. The seven candidates requested permission to conduct a think-tank-type group research on the problem range of hard-core narcotics, indeed, the most hard-core of all criminal-justice problems. In search of a solution, the candidates developed a pattern of multiple approaches in which the problems of the future are to be dealt with differently from the problems of the present. As regards the present 100,000 addicts, the research team was heartened by recent reports of relative success of efforts to divert addicts from the criminal process and to develop a flexible program which centers on maintenance. A conceivable incentive to create new drug addicts cannot possibly suffice to make a black-market operation in hard-core drugs profitable. The old addicts will be phased out through maintenance over a period estimated at about twenty-five years. New drug addicts are not likely with the unavailability of drugs to anyone but registered addicts through injection. |
