Karangpatihan, Ponorogo Regency, a village known as "Idiot Village" has succeeded in turning its village into an educational tourism village. The emergence of "Idiot Village" was motivated by the large number of people with mental disabilities in Karangpatihan Village due to the low economic level of the community. Based on this, the village is trying to make Karangpatihan Village empowered through the development of a tourist village. This research uses a qualitative research method with a phenomenological study approach. Creating a tourist village for people with mental disabilities is not easy, but that doesn't mean it can't be done. So the role of the village government, community, and most importantly the role of the family is very much needed to support the creation of independent people with mental disabilities. This is realized by the establishment of a house of hope and a special institution that handles people with mental disabilities and as an educational tour and place to store handicrafts that have been made by friends with mental disabilities.
