The article analyzes market failures that affected the voluntary carbon market (VCM) and its policy implications. Topics discussed include role of the VCM in mitigating climate change, carbon offsets, evolution and structure of the VCM, regulations related with the VCM, command and control regulations, gatekeeper liability and regulatory licenses, and the importance of transparency and strengthening of reputational sanctions for inaccurate certifications. |
