Abstrakt:	The article discusses the historical trends in discretionary budget authority (BA) in the U.S. in 1977-2023. Other topics include the role of Congress in budget management, the use of appropriations acts for BA and discretionary spending of federal agencies, several laws like the Budget Enforcement Act of 1990 (BEA) and the Budget Control Act of 2011 (BCA), social security, federal health programs, and veterans' benefits and services.
