The covid-19 pandemic has emerged since late of 2019. The covid-19 pandemic has claimed millions of lives and caused major socio-economic impact in many cities around the world. Interestingly, the covid-19 pandemic has emerged when smart city movement have become ubiquitous in many cities, including Indonesia. Based on that background, it is important to calculate the extent of smart city in shaping the level of resilience city, to examine whether smart city innovations have effect to citizen's resilience against covid-19 pandemic, and to identify the contribution of this smart city in the process of handling, preventing and controlling Covid-19. HCRI Index, Multiple Linear Regression, and statistical descriptive analysis are used to achieve this purpose. This research shows that citizens of Surabaya city have high resilience against the co-19 pandemic. Their resilience has proven can increased by smart city innovation. The smart city innovations have major contribution on response phase, mitigation phase, and preparedness phase in handling covid-19. But, in this case, Surabaya city still needs to improve the performance of its other smart city dimensions, such as smart people, smart environment, and smart mobility. From this research we can realize that mitigation aspects still need to be included in the smart city concept in Indonesia and can become part of the smart environment dimension. For more, disaster mitigation related to the COVID-19 pandemic must be integrated into a more comprehensive spatial planning system in Indonesia. In the end, other cities in Indonesia can also participate in developing smart cities in increasing the resilience of their communities against COVID-19 by ensuring the transition process towards smart cities.
