This research explores the historical emergence, expansion and evolution of entrepreneurial networks in Niigata Prefecture in Japan, indicating the existence of prominent "local milieu", which led to the creation and activation of regional clusters and centers for industrial growth and collaboration. The emergence and expansion of such clusters was directly and indirectly impacted by the local geography, physical distance and "perceived distance". This paper illustrates how "perceived distance" influenced the evolution of industrial clusters, as well as the roles played by key local influencers during this time of growth.
