On the Necessity of the Strategy of Stage-by-Stage Urban Development.

Abstrakt: This article focuses on urban development in China. Human history went through a long period of hunting and fishing society, when people lived in caves and went in search of water and vegetation. After farming became a means of livelihood, man advanced to the stage of living in farming communities, or the stage of ruralization. Although the emergence of cities dates back several thousand years, cities in ancient times were characterized by an agrarian economy of self-sufficiency at a low level, because labor productivity was low and division of labor was underdeveloped. Ancient cities were generally undeveloped and unstable, showing sharp rises and falls. Although urbanization began in capitalist countries, it is by no means indigenous to the capitalist system. Some people are of the opinion that urbanization is not an inevitable trend in China. Though it is true that the low level of agricultural production in China has been a major factor in restricting the development of nonagrarian urban economy, the fault with this view lies in the belief in absolutes when it comes to the role of the ratio of commodity grain.
