South Africa is leading a regional force called Operation Thiba that is being deployed into eastern Democratic Republic of Congo. The mission aims to replace a United Nations force and an East African Community deployment that have been unable to stabilize the region. However, this deployment risks putting South Africa on the opposite side of the conflict from Rwanda, which has been accused of supporting rebel groups in eastern Congo. The operation will also strain South Africa's finances, as it is already contributing troops to a force fighting militants in Mozambique. The funding for Operation Thiba is unclear, and SADC has approached the European Union for funding but was rebuffed. The US Congress is also hesitant to provide financial support.
