Abstrakt: Central Sulawesi is one of areas which has potencies to become a new growth center for rice production, since it has a large area of rice field but the productivity is still low, even though it is supported by adequate irrigation facilities. So far, this area has only reached productivity level of 4.84 t/ha. This study aims to identify the agricultural conditions of food crops and factors that have potencies to be leverage points to achieve the increasing rice production target. It also formulate policy recommendations for the development of the agricultural sector, especially rice commodities to achieve rice self-sufficiency. This research was carried out from January 2018 to December 2019. This activity consisted of a literature study and a field survey to obtain the accurate data. Primary data collection was conducted by survey method, while secondary data by desk study method. The data analysis employing dynamic system model which is based on a causal circle diagram. The results showed that there were differences in cropping index and productivity, the application of cultivation technology and the use of components of technology, as well as irrigation classification between Parigi Moutong Regency and Poso Regency. The components of technology namely high-yield and high-quality seeds and site-specific fertilization together with an increase in cropping index (IP) have a very good effect on increasing production. The dynamic system analysis recommends to prioritize those areas whose low levels of productivity and planting index in order to increase rice production in Centra Sulawesi Province.
