The purpose of the study is to assess the state of the soft foreign policy power of the Republic of Turkey, to determine the factors of formation and patterns of its evolution. The following general scientific methods of scientific research were used in the course of the work: historical analysis, comparative analysis, categorical analysis, complex analysis, the principle of the unity of historical and logical, hypothetical and deductive, cause and effect, generalization, systematization, classification. According to the results of the study of the state of the soft foreign policy force of the Republic of Turkey, factors of formation and regularities of the process of its evolution, the life cycle of the soft foreign policy force of this state is determined. As part of this cycle, three phases are distinguished: the formation of soft power resources (from the beginning of the 90s. XX century and until 2002), which is caused by the state-forming ideology of liberalism of the Western European type; expanding the composition and increasing the potential of soft power resources (since 2002 until 2018) - Muslim-type liberalism; transformation of soft power resources into resources of the invisible foreign policy power of the state (since 2018 and to the present) - neo-ottomanism.
