Modern business conditions require the activation of partnership, cooperation and network interaction based on creating cluster structures in various spheres of economic activity; association of small enterprises for the proper execution of contracts (cooperation); joint activity of two or more companies and different groups of stakeholders to achieve a common goal and a synergistic effect (collaboration). The article examines and summarizes the European practice of forming cluster structures in the agricultural sphere, which are a powerful tool and opportunity for structural institutional changes in the national and regional economies of various countries. The main indicators of the economic entities' functioning in the agrarian sphere in the economic regions of Ukraine were statistically analyzed. On the basis of the analysis, the key obstacles for organizing logistics activity processes have been determined, which are conditionally systematized into 10 groups: political, institutional, investment and financial, infrastructural, logistic, tariff, customs, innovative, informational, and environmental. The strategic documents of regional development for the period until 2027 on issues of clustering the economy in general and the agricultural sector in particu lar were analyzed. The scientific-methodological approach to improving the mechanism of managing the development of agricultural clusters in the economic regions of Ukraine is substantiated, the essence of which is the integration of principles, tools (financial, digital technologies, information systems), functions, methods, control levers aimed at reducing the level of costs for organiz ing logistics activities of agricultural enterprises. It is proven that the proposed mechanism should include such blocks as the implementation of a single set of logistics activity processes; the interaction of the cluster participants who must organize these processes; principles, methods, management functions, digital technologies and information systems; organizational forms of partnership relations of cluster participants; instruments of financial support for cluster development. The practical significance of the research results is that the implementation of the management mechanism for the development of the agro-cluster will allow obtaining the expected synergistic (economic, social, ecological) effect due to: increasing the level of the territories' investment attractiveness; increasing revenues to budgets (regional, local) through the formation of a qualitatively new model of the regional economy, strengthening the competitive advantages of regions and increasing the economic capacity of territorial communities in conditions of decentralization; reducing costs for organizing logistics activities due to the reduction of the transport component in the cost of services; increasing the volume of cargo transportation of agricultural products and freight traffic of various types of transport; creating new jobs and growth of employment in the agricultural sector; improving the environmental condition of rural areas and increasing the level of their environmental safety.
