On November 7 (20), 1917, the III Universal of the Ukrainian Central Rada had proclaimed the Ukrainian People's Republic. The article describes the difficult path to this fateful document's adoption, about the lead characters of those events and important warnings expressed on the pages of the satirical magazines of that time: not to bow down and beg for freedom from Russia, but to fight for it independently -- proudly and decisively.
