Abstrakt: The study investigates novel ideas to manage the disaster in hilly states using combinatorial optimization techniques. This problem can be termed as building a disaster management strategy using the ring star approach. Here discrete ant lion optimization technique using inverse mutation process is applied. In this model, the distribution network is divided into four categories of nodes represented as four levels. The purpose of this model is to curtail the cumulative cost of routing and allotted task through a different medium. The solution focuses on the minimization of the sum of four types of costs.
