After the 20th National Congress of the Communist Party of China, China's diplomatic activities in the Middle East opened a new chapter in the diplomatic cause between China and the Middle East countries. Energy cooperation is the top priority of this diplomatic activity, which is in line with the report of the 20th National Congress of the Communist Party of China that "accelerate the planning and construction of a new energy system." The definition, objectives, characteristics, background and research status of the new energy system are reviewed, the positive impact of this diplomatic activity and Middle East energy cooperation on the new energy system from the aspects of improving energy supply security, reconstructing energy settlement system and carrying out energy business cooperation are analyzed, and the difficulties that need to be addressed in the above content are clarified, in order to provide some reference for the new energy system that China is planning and constructing.
