An initial exploration on issues related to building certificates for education building refurbishment works.

Abstrakt: New buildings constructed for specific purposes must comply with certain Building Codes and regulations to guarantee they are safe for the intended occupancy. Completed buildings often undergo refurbishment once the intended occupancy is changed which may require compliance with different or additional sets of Building Codes and regulations. In both cases, the Issuance of a Certificate of Completion and Compliance (CCC) by the relevant authorities or self-regulation issued by the professional bodies (private sector) is mandatory before occupation. Contrary to public work projects where CCC is not required because the executor is from the same organization. Non-issuance of CCC would mean the safety of the building may be compromised. Therefore, this paper is to highlight the general issues and problems related to building certification specific for educational building refurbishment works. Educational buildings were selected for this study due to their similarity in terms of managing refurbishment projects from such a small initial organizational setup. This study uses qualitative questionnaires through interviews with selected respondents. All data were analyzed by descriptive and inferential statistics approach. [ABSTRACT FROM AUTHOR]
