In order to promote the realization of the dual-carbon goal and accelerate the development of circular economy, it is necessary to scientifically dispose and utilize the increasing amount of green waste to solve its treatment and consumption problems and accelerate the realization of green and low-carbon development of the landscaping industry. The background and current situation of the disposal and utilization of green waste were analyzed in this paper, the relevant national and local policies were summarized and combed. Based on the existing problems, it was proposed to promote the construction of a scientific policy system for green waste disposal and utilization from the following aspects: legal system and standard system of green waste disposal and utilization, collection and transportation guarantee, financial and tax support, certification of recycled products, promotion and use of new technologies, equipment and products, information supervision and effectiveness evaluation, and scientific popularization and publicity demonstration.
