The article discusses the role of state and local (S&L) governments in providing public services and infrastructure, highlighting their significance in economic recovery. It examines the historical patterns of S&L government spending during recessions and notes a shift towards consistently procyclical spending since the mid-1980s. The change is attributed to the cyclicality of income tax revenues, which have become more important in accounting for recoveries in the S&L public sector. |
