A plan is described for step-by-step reconstruction of the open-hearth shop at the Ural Railcar Factory. The plan includes the introduction of out-of-furnace treatment of the steel in a ladle-furnace unit, replacement of the open-hearth furnaces by two 30-ton arc steelmaking furnaces, and the introduction of a chamber-type vacuum-degassing unit.
