The relevance of the issues of quality management of roads is explained by the fact that the transport and infrastructure component is included in the indicators of the welfare of the population of the region (country), so the development of the concept of quality management of roads is necessary. The aim of the study is to develop the concept of quality management of roads to improve road safety and the welfare of the population. The article uses correlation and regression methods to assess the safety of road traffic from the quality of roads, as well as a process approach in the development of the concept of road quality management. The article developed a correlation and regression model of the dependence of road traffic safety on the quality of roads (on three variables: length of barrier-type fences, length of paved roads, number of paved exits from the main road), which can be used to determine the impact of road quality on safety and the number of road accidents. Thus, it is possible to predict the effect of changes in the variables on the number of crashes. To achieve the road quality management strategy it is necessary to form an effective mechanism for its implementation, the elements of which should be the improvement of road design, production quality, budgeting, development of public-private partnerships, increasing management efficiency, compliance assessment and monitoring of transport and operational condition, as well as improving road safety. The above-mentioned provisions formed the basis for the development of the concept of quality management of roads, based on the quality management system and process approach. The paper presents the concept of quality management of roads in the form of a scheme. The work shows the dependence of road quality and the welfare of the population, shows the need to take into account the subjective satisfaction with the state of public roads by the population.
