The Province of Albay in the Bicol Region of the Philippines is one of the regions of the archipelago most frequently and severely hit by typhoons. This article attempts to identify how typhoons and rainfall events have affected the nature and prioritisation of annual infrastructure programs over the period 2001-19 in the contiguous Northern Albay (or Albay District 1) localities of Santo Domingo, Bacacay, Malilipot, Tabaco City, Malinao and Tiwi. It assesses the impact of the interconnected effect of typhoons, tail ends of cold fronts and rainfall levels on the construction, rehabilitation and improvement of protective public works projects during that period. In so doing, it contributes a contemporary historical perspective to the literature of disaster studies, governance and planning, with particular reference to the Philippines. [ABSTRACT FROM AUTHOR] |
