Development of Educators' Digital Skills in Educational Institutions During Covid-19 in Ukraine and the World: A Comparative Aspect.

Abstrakt: In the beginning of 2020, the COVID-19 crisis and quarantine measures announced in all countries of the world affected all people, including those connected with education. In this connection, universities of the world were quickly forced to transform the educational process into a distance format. Thus, the article analyzes advantages and disadvantages of distance learning as well as specific features of the universities' response to current challenges. The article presents the results of theoretical and applied research on the issue of a distance education quality. The topicality of the isuee under consideration is explained by the fact that the development of educators' digital skills in educational institutions during COVID-19 has not yet been considered. The proposed survey covers the following research: digital technologies providing the formation of digital skills; specific population groups that used these digital skills; and specific consequences of using these digital skills during COVID-19. The aim of the article is to reveal the essence of initiatives of international and Ukrainian organizations in the period of COVID-19 aimed at educational institutions in the world and in Ukraine. The purpose of our research is the study a comparative analysis digital skills Ukrainian and other world countries scientific and pedagogical workers. During the research, a complex of the following methods was used: analysis, synthesis, comparison, generalization to study academic literature, legislative and normative documents; questionnairing to provide statistical accuracy and topicality of received data with a Google Forms web service with limited access to the electronic questionnaire (only on the link). The link was distributed only for pedagogical and scientific staff who were trained remotely in the Central Institute of Postgraduate Education of the State Higher Education Institute "University of Educational Management" of the National Academy of Educational Sciences of Ukraine (further – CIPE). The article significance is that it gives a complete picture of the current situation of online teaching and learning during the period of lockdown, complicated by military actions, in particular, establishing a link between change management and online teaching and learning in the educational system against the background of the COVID-19 outbreak and war.
