Abstrakt: |
Circular economy involves a circular production and consumption system with waste minimization or avoidance, increased efficiency of resource use, possibilities for superior value generation and inhibition of excessive consumption. In order to facilitate macro transformation towards circular economy, the micro level business pragmatism must be integrated with stakeholder pressure from changing behaviours and attitudes and with systematic regulatory action and support. The aim of the study was to determine the enablers and barriers as perceived by SMEs of four industries in Estonia on their path towards changing their operations, tactics and in some cases also strategies in transformation from linear models towards circular. A survey (n=440 SMEs) was carried out in Estonia in 2021. The results propose that despite significant local differences, the common perceived barriers are lack of expertise of best practices, insufficient state funding support and low levels of cooperation inside industries as well as with research institutions.
