Students' Perceptions on the Availability of Prescribed Study Material under the New NSFAS Book Allowance Funding Model.

Abstrakt: In 2019, the National Student Financial Aid Scheme (NSFAS) dispensed with its old policy of giving students cash vouchers redeemable at selected bookstores and replaced it with the new policy of giving cash to students to buy books. This study surveyed students' perceptions on the availability of prescribed study material under both the new system and the old system. The study used self-determination theory as its theoretical framework. Random sampling was used to select 358 students--mostly undergraduates--from the selected university to participate in a survey. Collected data were analyzed using SPSS version 21. A large section of students believed the new system increased access to prescribed books. However, a considerable percentage of participating students believed that the new system was not efficient and effective for student availing books prescribed to them and that this lack of, or poor, access to prescribed books negatively affected their academic performance. The students also reported having considerable doubt about whether NSFAS should return to the old system. The study concluded that both internal and external regulations must be used in ensuring that students access the books prescribed to them. The university was also encouraged to consider open educational resources (OER) as part of the prescribed material, while developing tools that enhanced financial responsibility and self-determination among students that, in turn, facilitated their timely acquisition of the study material prescribed to them.
