Abstrakt: One of the abilities that students must possess is the ability to apply mathematics in real-world situations through the use of Higher Order Thinking Skills (HOTS). If students possess these abilities, they will be able to easily solve mathematical problems of varying degrees of complexity. This current research has an objective to develop learning for HOTS abilities using a web-based PjBL learning model. The research is descriptive qualitative in nature and includes a literature review. The instruments used were needs analysis sheets, material analysis sheets, and validation sheets for learning devices. The design stage begins with a needs analysis, followed by a material analysis, student characteristics, and learning objectives, before concluding with the learning design stage. The study's findings suggest that the web-based Project Based Learning model may be a viable option for learning in the pandemic era. [ABSTRACT FROM AUTHOR]
