The starting point of this exposition aims to describe the international and European context in witch the revolution of 1821 took place. Another aspect of the analysis relates to the way in which European events convince the Romanian elites to act in order to consolidate a modern administrativeand political system. It is not wrong to say that modernity in the Romanian countries starts at the begining of the 19th century.
