Regional hierarchy describes socio-economic facilities in an area to minimize regional inequality. This study aims to determine the service center and to find out the phenomenon of the cause of hierarchical shift in Sragen Regency. To determine the service center, researchers use the scalogram method and the centrality index. The data used is secondary data on socio-economic facilities for each sub-district which is obtained from the Central Bureau of Statistics of Sragen Regency. The analysis applies spatial analysis using the ArcGIS application. The results of this study indicate that there is a big influence from the 2011 Regent's regulation which makes a shift in the hierarchy of the service center in Sragen Regency. The results of the spatial temporal analysis from 2011 – 2019 show that the recommendation for service centers in Sragen Regency is in Sumberlawang District with the highest number of socio-economic facilities and the value of the centrality index.
