Over the past years, a system of project management of budgetary investments, including those in the transport infrastructure, has been actively developing in Russia. In 2021, the planning system of state programs changed, whereupon both current and project infrastructure expenditures were financed. The project component in the management of state programs has been strengthened due to the transfer of a part of the functions for their planning and control over their implementation to project entities, which are not included in the structure of the executing agencies. On the one hand, such an approach to the legislation development definitely should be welcomed since it may contribute to an increase in the number of large projects in transport, as well as to the optimization of their administration. At the same time, a number of issues remain unresolved, including functional duplication of program and project tools, dilution of the state management vertical in making decisions regarding program and project planning; the coexistence of two systems of strategic planning, as provided by law and actually established; insufficient budgetary and legal regulation of national projects, a formal approach to the formulation of performance indicators for program and project documents, the widespread use of statistical manipulations, as well as amendments to previously adopted program and planning documents in order to achieve the required reporting outcomes [ABSTRACT FROM AUTHOR] |
