The issues of increasing the competitiveness of railway transport in the organization of suburban passenger transportations were considered. Theoretical, regulatory, and methodological fundamentals of organization of suburban passenger transportations taking into account the existing management system on the railway transport were investigated. The analysis of the transport situation in the transportation market of the Russian Federation and on one of the railways was carried out. The most significant costs of suburban passenger transportation are the costs associated with the operation of rolling stock and the remuneration of locomotive crews. Optimization of these costs and management of the cost of transportation makes it possible to reduce the burden on regional budgets to finance shortfall in income. One way to improve the transportation process could be to change the current system of routes. Optimal management of the route network of suburban transportations can provide not only rational management of the costs of the transportation company and regional budgets, but also improve the quality of transportation services to the population, when the newly introduced routes instead of existing ones are demanded by the residents of the region.
