The central part of most large cities and settlements and areas close to it often include industrial sites. A significant number of such sites lost their relevance, and they are not used for production purposes. Urban environment development is associated not only with an increase in the density of residential areas and in the height of buildings in business districts, an intensive development of infrastructure, but also with a change in the functional purpose of certain urban areas. Industrial zones have the greatest potential for the development of intra-city territories. Historically, similar industrial territories were created on the outskirts of cities, but the development of any urban settlement is associated with an increase in its area. So, located earlier on the outskirts of urban areas, they ended up in the central parts of the existing development and create an unnecessary burden on the environmental ecology, occupy prestigious territories with a high cadastral value of land and buildings within the city boundaries, and create other factors. One of the most important aspects of urban environment development is complex regeneration of territories of the existing urban development aimed at creating favorable living conditions and the effective use of the production, engineering, scientific and other potential of the construction complex. The relevance of the research considered in this article is associated with the need to create an organizational model for the conversion of existing industrial buildings and choose the most optimal trajectory for their development and effective use. The article discusses the general principles of developing an organizational and technological model that allows to evaluate and optimize development paths when converting industrial facilities, as well as optimizing the use of urban space.
