The emergence of this industry is the result of the regulatory (administrative and legal) regulation of public construction relations, which, unlike construction relations of a private nature, usually arise, develop and terminate with the participation of administrative bodies. The basis of the Public Construction Law of Ukraine is four types of legal relations: "positive", "negative", "neutral" and construction legal relations, which are formed exclusively between natural persons and legal entities, holders of public authority, the public, associations, organizations or groups of natural persons and legal entities, without the participation of administrative bodies. Reasoning is expressed about such a system of the Public Construction Law of Ukraine, which reflects its content and the following embodiment: the right of spatial (land) planning; the right of construction planning; construction regulations; permissive law (permissive (administrative) procedures); urban planning law; the right of spatial arrangement (land management); delineation of spatial arrangement (land management), urban planning and special planning; the right of infrastructure to support the vital activity of the settlement; legal protection and responsibility of the state in public construction law. Thus, the Public Construction Law of Ukraine is a branch of Special Administrative Law, formed from a set of administrative and legal norms that regulate relations between natural persons and legal entities and administrative bodies regarding the construction, reconstruction (rebuilding), restoration, capital repair of a construction object.
