The closure of pre-school education institutions, primary and secondary education to the tertiary level due to the COVID-19 pandemic has a major impact on the learning process. The learning process of students in the classroom must change the method of learning from home. The use of android as a learning medium can be an alternative and a solution to make students more active in the learning process. The more active students will affect better learning outcomes. The goal of this research is to provide Android-based learning media that will help students enhance their scientific literacy. This research and development use the 4D model development procedure. The instrument used to measure scientific literacy uses reasoned multiple choice. The data on the increase in the results of the scientific literacy test were analyzed using N-gain. The results showed that Android-based learning media was effective in increasing students' scientific literacy. The acquisition of an average N-gain value in the experimental class, which grows with increased criterion, demonstrates this. The scientific literacy indicator "explains phenomena scientifically" obtains the highest N-gain average score compared to other indicators such as "designing and evaluating scientific inquiry", and "interpreting scientific data and evidence". Indicators "interpret data and scientific evidence" obtain the lowest average N-gain score compared to other indicators.
