The government is increasingly carrying out the development of digital infrastructure through state regulations. Although there have been quite several studies discussing the development of digital infrastructure and the establishment of digital economy regulations in Indonesia, there are still few that describe the gaps in infrastructure development and regulation between the two countries. We use a qualitative method by comparing the data based on the concept of the developmental state. The data used for comparison is obtained from literature or reports from related agencies. This article discusses the state's role as a regulator and catalyst in supporting fintech development through policy instruments and digital infrastructure development. The presence of fintech and its benefits make Indonesia develop fintech through various programs that they have launched. This research will provide a deeper picture of the government's role through policy formation and infrastructure development in supporting the development of fintech. This article argues that the presence of fintech encourages collaboration between the government, financial institutions, and technology providers. The fintech ecosystem will develop rapidly if there is close collaboration between the three elements. Collaboration in forming the fintech ecosystem is realized by creating regulations that encourage the development of fintech, followed by the development of infrastructure that can become the foundation for the development of fintech.
