Assessment of the Effects of High-Speed Rail Development: Global Experience and Russia's Outlook.

Abstrakt: In Russia, high-speed rail is only at the first stages of its development, while globally this kind of transport consistently fills the market niche of 400–800 km journeys. Meanwhile, effects of the development of high-speed rail are little studied in Russian literature. The article presents empirical estimates based on cross-country data which indicate significant positive influence of high-speed and higher-speed rail on countries' economic development. Thus, according to these estimates, a 1% increase in the length of the national high-speed rail network corresponds to increases in GDP per capita by an average of 2.9–3.6% across the considered countries, and the elasticity of that indicator by existence of this kind of infrastructure in these countries is 0.125.
